Web designers are generally the people that design the look and feel of a website. This is not the same as the people who actually code the website (web developers), or the people who run or administer the website (webmasters). That is not to say that a web designer doesn’t know anything about the code, they should. In fact, every web designer should at least be proficient in HTML and CSS. But remember, web designers are not web developers or webmasters; they deal exclusively with the look and feel of a website.
